I think the inclusion of NY Telephone Conversation suggests that this is a new tape not included in the archives. They do have similar demo tapes from the era with most of these songs on them but I suspect they are not studio recordings like this one. (probably the same Tapes that have been bootleg...

Maybe it was recorded by the same guy who recorded the Guitar Amp Tapes. hehe, and he just wanted to put the recorder in Lou's amp.
Weird that the rest of the band doesnt come through. But that buzzing noise in the background does sort of sound like a TV type of buzz.

This is just a guess, but it sounds to me like it could be a demo/prototype version of the song. He could have recorded it in one of the lofts as an electric demo?
