An old post on the Steve Hoffman forum mentions a new mix of "Ocean" which was apparently included on a pre-release version of the 3rd LP 45th anniversary set.

To the best of my knowledge, this has not subsequently leaked out. Can anyone confirm that it actually exists? I'd be very curious to hear it.

The Velvet Underground's influence is undeniable, yet their early work still feels ahead of its time. Do you think their experimental approach was truly appreciated in 1966, or did it take decades for the world to catch up? Could their pioneering sound have changed the course of music if it had been embraced immediately?

I've always believed The Velvet Underground was a revolutionary band that shaped countless genres. Do you think their experimental approach would still be groundbreaking if they debuted today? Or has the music industry become too saturated for such innovation to stand out?

Sounds like Alfredo is the only one who heard it and wrote online about it. If it exists – and is not some misunderstanding on our part. Because why would they prepare a new mix to replace the old mix, when the inverse was true of those revisted '69' studio material tracks on the 3rd album 45th deluxe?

My guess would be it's a mistake and he was confusing a remaster for a remix.
